Dr. Martin Paar

Martin Paar laid his legal foundations at the University of Vienna — a diploma degree followed by a doctorate, which he completed with distinction in 2007. Austrian public law is the field that has carried his entire career: state liability, constitutional and administrative law as well as damages and civil law, handled with academic depth and a practical mindset.

From 2002 he served at the Finanzprokuratur in Vienna, the legal representative of the Republic of Austria. As a senior counsel (Leitender Prokuraturanwalt) he most recently headed the Justice and State Functions division — focusing on state-liability proceedings before the Austrian Supreme Court and the supreme courts, and on public-law liability questions of fundamental importance. Alongside this he built an extensive academic record: monographs with Manz, more than 25 articles in ÖJZ, ZfV and RdM among others, commentaries, and lectures to judges' associations and federal authorities.

His style: precise public-law and civil-law analysis, implemented with courtroom experience and a focus on solutions. Legal questions are worked through so thoroughly that the assessment holds up before the Supreme Court.
